SBA final rule removes race-based presumption from 8(a) social disadvantage standard

A final SBA rule revised the 8(a) program so individually owned applicants no longer receive a race-based presumption of social disadvantage. Applicants now must provide evidence of discriminatory policy or practice, self-certify group membership, and show material harm.
